The CRE was designed through a two-year consultation, with almost 400 grassroots
communities, civil society groups and their allies co-developing the system. The goal was to
shape a platform that could facilitate stronger linkages and collaborations needed to resist
powerful economic actors, to empower communities to shape their own development
pathways, and to document learnings to inform advocacy campaigns and systemic policy
change work.
